Gwangju citizen and Jealla province people, -- they have been deceived twice by North Korea and its sympathizer group. Article 4 of Criminal Procedure Code (jurisdiction)

① The place of crime, address, residence or place of presence shall be within the jurisdiction

Article 15 of Criminal Procedure Code(Application of jurisdiction transference): The prosecutor can make application, if in the cases below, to its higher court for jurisdiction transference. The accused is also allowed for it.

1. When the competent court is unable to execute jurisdiction due to legal reason or other particular reason

2. When there is a worry that it is difficult to keep fairness of the trial due to the nature of the crime, regional public mind, the state of the lawsuit and other circumstances
