위 병역 의무제를 채택하고 있는 나라들 중에서도 한국은 유일한 분단국인 것이다. 우리와 근 70 여 년 간 총부리를 겨누고 있는 북한 공산집단은 현역병만도 120만을 넘으며 어마어마한 비대칭 무기로 무장하고 허 구 한날 무력시위를 해대고 있는 것도 모자라 최근엔 핵무기까지 개발해대며 세계인들을 불안하게 하고 있는 실정이다.

병역의무를 이행해야 되는 연령대가 20대 초반이기 때문에 한창 인생을 혈기왕성하게 설계해야 될 젊은이들에겐 병역의무가 큰 짐이고 장애가 돼오고 있는 게 사실이지만 그래도 국가와 국민을 위하는 투철한 애국신념 하에 우리 대한민국의 청년들은 건국이후 오랜 세월동안 묵묵히 그 의무를 다 해오고 있다. 그러나 반대로 소위 사회적으로 영향력을 행사하는 자리에 있는 자들이 물론 다는 아니지만 본인은 물론 그 자식들의 병역의무 까지 기피하고자 온갖 수단과 방법을 다 쓰고 있음이 비일비재한 것이 사실이다. 이들은 가증스럽게도 애국 또는 노블리스 오블리제(Noblesse Oblige) 라는 단어를 누구보다도 많이 사용한다. 이는 표리부동의 대표적인 예인 것이다.

지도층의 노블리스 오블리제 얘기만 나오면 나는 기억나는 게 있다. 바로 6.25동란 때 본인은 물론 자신들의 아들들까지 치열한 전투현장에 투입했던 미국군 장군지휘관들의 얘기이다. 당시 미대통령 당선자 아이젠하워와 워커, 벤프리트, 크라크 장군들이 그 대표적인 군인들이다. 미국 현역 장군들의 사랑하는 아들들이 142명이나 코리아의 전선에서 전투를 했고 그중에서 35명의 장군의 아들들이 장렬하게 전사하였다. 당시 미8군 사령관 워커 중장 본인은 1951년 크리스마스 이틀 전 의정부전선에서 짚차 전복사고로 전사하였다. 이 얘기는 우리 대한민국 국민 모두가 가슴깊이 간직해야할 소중한 교훈인 것이다.

그럼에도 불구하고 자국의 국방을 위하여 모두에게 평등하게 지워진 병역의무를 오직 개인의 영달을 위하여 면탈하려함은 어불성설이고 국가배신행위라 정의할 수밖에 없다. 최근에는 한 중량급 정치인의 아들의 병역기피문제로 온 나라가 시끄럽다. 신체적 결함 때문에 병역을 면제 받았다는데 제출 되었던 관련 의학적 증빙자료에 대한 세간의 의혹이 증폭되면서 마침내 송사에 휘말리고 있다. 현재 그에 대한 재판이 진행 중이다. 면제자 장본인인 권력자의 아들은 법원의 출두 명령을 받고 있는데 현재 영국에 체류하고 있는 당사자의 행방이 알려지고 있지 않다한다. 지나가는 소가 웃을 일이다. 문화가 다르고 국민성이 다른 상황에서의 결과라 너그럽게 차치하더라도 이름도 몰랐던 코리아라는 조그만 나라를 구해주기위하여 전투를 하다 전사한 미국군 장군들의 아들들도 있는데 그것도 평시에 내나라 국방을 위해서 모든 국민이 다 해내는 병역의무를 피하고자 온갖 작태를 부린다니 이거야말로 천벌을 받을 일이다. 권력을 가진 자나 가진 자들의 못된 국가 배신행위의 전횡이 끊이지 않는 한 대한민국의 미래는 없다고 장담한다.

A Korea's Chronical Malady- Evasion of Military Service

There are about 70 countries including, South Korea, Israel, Taiwan, Thailand and China in the world who have adopted a military draft system . Among those who maintain the conscription system, the Republic of Korea is the only divided nation.Two Koreas have maintained an ever sharp standoff for the 62 years since the Armistice Agreement was signed in1953.

The NK communist regime has continuously built up their armament scale and strength that exceeds more than 120 million active troops plus unparalleled asymmetric weaponry. Such heavy build-ups, especially in light of their nuclear saber-rattling, have become a significant threat not only on Korean peninsula but also towards the freedom loving countries in the world.

As the youths have to perform the military service obligation in their early twenties, it is true that the period of military service has been the key disrupt in mapping out their lives. Nevertheless, the average young people in Korea have proudly carried out given duties for their country and their people. However, to the contrary, it is a common occurrence in our society that quite a few socially influential figures have dodged conscription not only for themselves but for their sons. Surprisingly these people openly tend to use flowery rhetoric that includes such words as patriotism and noblesse oblige. This demonstrates that they speak with forked tongues.

When it comes to noblesse oblige of the social leaders, I am compelled to remember the great story stemmed from the US general officers who served during the Korean War, who voluntarily let their beloved sons participate in the bitter combat in Korea. The generals we salute are then the US President-elect, Eisenhower, General Walker, Van Fleet and Clark. It was disclosed that 142 beloved sons of the US general officers took part in the Korean campaign and 35 of them lost their lives. General Walton Harris Walker died in the automobile accident at Uijeong-bu, north of Seoul on December 23, 1951. The story should be preserved and remembered by all Koreans as a grave lesson forever.

Military service is an obligation equally given to every youth for the national defense. If anyone attempts to evade the conscription duty for individual interests, it is an unequivocal betrayal of his country. Recently our entire nation is experiencing a public controversy due to the widespread suspicion that a high ranking politician's son attempted to dodge the draft. It was known that the politician's son was exempted from the active military duty. However, the youngman currently faces a lawsuit owing to his suspicious medical documents including relevant X-rays submitted in order to be exempted from the active duty. The son of the influential politician who now stays in London was summoned to appear in the court. In the meantime, his father was quoted as saying that his son's whereabouts in London are still unknown to this date, which has made him the laughing-stock of the country.

Apart from the cultural differences and national characteristics between Korea and the United States, we have clearly acknowledged the fact that even 142 US general officers' beloved sons volunteered to participate in the Korean Conflict in order to save a tiny country located in the far east that they hadn't ever known of. Nonetheless, the truth is that here, there are still quite a few people trying to avoid the compulsory military service required to defend their own nation even in peace time. This is our real shame. Those who have already done so deserve divine punishment. I am certain that no Koreans can expect a better future unless such betrayals conducted by part of the social leaders and the haves are completely eradicated.
