Korea’s Suggested Doctrine-Dr. Jee, Man-won
Korea’s foreign policy, especially with the United States, China and Japan, seems to have been stumbling in the dark lately with no fundamental principle. The administration, obviously taken in by the flowery rhetoric of Chinese President Xi Jinping from his recent visit to Seoul on July 3-4, has finally violated common law of so-called “diplomatic principle.
We in Korea have maintained a faithful diplomatic relationship with the United States, China and Japan, and will do so in the future. But the question is, how do we tailor our diplomacy with each individual country while strictly adhering to the Korean government’s basic ironclad diplomatic principle?
As far as security is concerned, Korea, Japan and China are countries which hold each other in check, stemming from Korea’s restraining influence by their Combined Forces effect with the United States.
Common interests between Korea and the United States exist on every level, but the common interests between Korea and Japan, and between Korea and China, only exist in the non-security areas.
The best example of this is the Korean War case in which the Korea/U.S. alliance decided Korea’s destiny. The United States sacrificed so many lives in saving Korea, but China killed even more Koreans just to communize the Korean peninsula. Should Korea be in the same situation if attacked by the North, the United States and China would repeat exactly what they did for and against Korea, 64 years ago.
Further on the security standpoint, the triangular relationship which is maintained between Korea, the United States and Japan, is not the literal 3-sided triangle in reality, but a mutually beneficial 2-sided one which clearly exists between Korea and the United States, as well as between Japan and the United States. However, no common interests between Korea and Japan could be possibly maintained, except indirectly, while the North is being checked by the United States.
For this reason, as to the expansion of the self-defensive rights issue being set up by Japan and the United States, Korea criticized at the summit talks held between President Park, Geun-hye and her Chinese counterpart Xi Jinping, which violates the diplomatic principle I have defined above. As simple as this diplomatic principle is, the Korean government has failed to abide by it in breaking the rule of diplomacy, which is in effect taboo.
‘코리아 독트린’을 제의한다!
한국 외교가 미-일-중 사이에서 원칙 없이 헤매고 있다. 정부가, ‘지난 7월 3-4일 시진핑이 한국에 와서 2일 동안 펼친 사탕발림 공세’에 흔들렸다. 그리고 외교원칙이라는 불문법을 위반하고 말았다. 우리는 미국, 일본, 중국과 관계를 맺고 살아간다. 우리는 이들 개별국가들과 각각 어떤 관계를 맺어야 하는가? 이제부터라도 외교의 준칙을 설정하고, 이를 철칙으로 삼아 준수할 필요성이 대두된 것이다.
한-미의 공동이익은 모든 분야에 존재한다. 그러나 한-일 및 한-중의 공동이익은 비-안보 분야에만 존재한다. 안보분야에서 일본과 중국은 우리와 '견제‘ 관계에 있으며, 그 ’견제‘의 동력은 한미군사연합에 있다. 한국의 운명을 결정한 6.25전쟁을 보자. 미국은 한국을 구하기 위해 수많은 목숨을 바쳤지만, 중국은 한국을 멸망시키기 위해 수많은 한국인들을 사살했다. 앞으로 한국이 똑 같은 침략을 받는다 해도 미국과 중국의 입장은 이런 과거사를 그대로 반복할 것이다.
안보분야에서의 한-미-일 삼각관계는 삼각형이 완성된 그림이 아니라 2개변만 존재하는 삼각관계다. 한-미의 공동이익은 분명히 존재한다. 미-일의 공동이익도 존재한다. 그러나 한-일의 공동이익은 없다. 한-일간의 공동이익은 오직 북한을 견제하는 데에만 미국을 통해 간접적으로 존재한다. 따라서 미-일의 공동이익 차원에서 추진되는 ‘집단 자위권 확대’에 대해 한국이 중국과의 정상회담에서 공동 비난한 것은 위에서 필자가 정의해 본 외교준칙을 위반한 것이다. 외교준칙은 간단한데도 그 간단한 준칙을 이 정부는 지켜내지 못하고, 외교의 금기를 깼다.
누구나 잘 알고 있는 위의 간단한 외교준칙, ‘코리아 독트린’이라고 널리 회자되었으면 한다.
