전 미국 대통령 지미카터는 우리 대한민국 국민들에게 수수께끼 같은 문제의 인물로 남아있다.

그는 최근 또다시 북한을 방문했다. 대한민국 국민들은 그의 방문목적을 사전에 알지 못했으며 그가 전직 다른 나라 대통령 몇 사람과 동행하고 북한의 관리들과 의견을 나눴다는 정도로만 알고 있는 것이다. 무엇에 대하여 얘기했는지도 모른다. 그러나 언론 보도에 의하면 별 뾰족한 내용이 없었던 것으로 알려지고 있다.

중요한 것은 그가 이번 방북 길에서 김정일이나 김정은을 만나지 못했다는 사실이다.  카터는 북의 실권자를 만나면 아마도 심각한 북의 식량난과 비핵화 대화에 관하여 얘기하고 싶었을 것이다. 이는 흥행에 실패한 쇼에 불과한 결과인 것이다.

소득 없이 평양을 떠나 서울로 날라와서는 기자회견을 하고 인권타령 나팔이나 불어대며 북한 인민들의 굶주림의 원인 제공자가 대한민국과 미국이라는 망발이나 내뱉어 대한민국에게 불쾌감만 더 가중 시킨 것이다.

카터의 북한 김정일 면담 길은 확고하게 차단 되었던 것이다 그런데도 그는 안타까워하거나 아무런 불평도 하지 않음으로써 또다시 대한민국과 미국의 체면을 깎아 내렸다. 이는 대한민국은 물론 그가 한때 대통령으로 통치했던 미합중국에 대한 변명의 여지가 없는 모욕인 것이다.

대화의 핵심단계에서부터 카터는 인권이라곤 찾아 볼 수 없는 학대 받는 동토의 땅 북한에서는 인권문제를 일체 제기하지 않았으면서 오히려 지금 북이 겪고 있는 문제의 원인이 우리대한민국에 있는 양 몰아 부치며 손가락질을 하고 있는 것이다.

지미카터 전 미국 대통령은 국제분쟁의 해결공로로 노벨 평화상을 수상한바 있다. 이 무슨 어불성설이며 위선인가?  필자는 지미카터가 우리 대한민국을 위한 업적으론 일관 된 폄하이고 가는 곳 마다 놀랄만한 일을 저지른 것뿐이라고 생각한다.

북한의 독재자 김일성은 지미카터가 그를 만났다고 공식적으로 떠들어대던 1994.7월 돌연 사망했다. 그리고 대한민국의 박정희 대통령도 1979년 8월 지미카터를 만난 후 심복의 총탄에 암살 되었던 것이다.

지미카터가 대한민국을 냉대한 사례는 이뿐이 아니다. 1977년 카터는 당시 주한 미군사령부의 참모장으로 근무하던 죤 싱글러브 라는 유능한 미 육군소장을 전격 해임하였다. 싱글러브 장군은 잘못이 없었다. 그는 오직 당시 카터 대통령이 주장하는 주한미군 철수는 한반도에 지대한 고통과 위험을 가져올 것이라고 지적했을 뿐이다. 그러나 카터는 오직 진실을 말했다는 이유로 애국자이고 지장이었던 실글러브 소장의 목을 친 것이다.

최근 일들이 카터 자신의 편견에 따른 행동일까 아니면 정치실세를 대신하는 행위일까? 이것이 안개 속의 미스터리인 것이다.

지미카터는 집 짓기 사업으로 세계언론에 등장하며 소위 “선행의 주인공”으로

일컬어 지며 그의 명성을 쌓아 가고 있다.

그러나 대한민국 국민들에게는 그가 이곳 대한민국에서 받을 수 있었던 그에 대한 존경심을 수 십 년째 파괴하고 있다고 여기고 있는 것이다. 때문에 그는 멋진 귀빈대우를 받을 수 있는 대한민국에서 반대로 별 가치 없는 불청객의 대우를 면치 못하고 있는 것이다.

Unwelcome Former U.S President Jimmy Carter

To the proud people of South Korea, former U.S. President Jimmy Carter remains a troubling mystery.

Recently, Carter revisited North Korea – a trip unannounced and unknown to us in the south – and, accompanied by other international political figures, met with North Korean officials. What was the topic? It was unknown. According to the media, no particular issues were discussed.

Importantly, Carter was not allowed to meet with North Korean dictator Kim Jung-il or his son, Kim Jung-un. Supposedly, with access to the dictator, Carter wanted to discuss severe food shortages and reviving nuclear disarmament talks. Nice public show but no results. So, adding to the insult to the people of South Korea, Carter left Pyongyang and flew to Seoul where he held a press conference to blow his humanitarian trumpet – charging that North Korea’s sad starvation of its captive of tens of millions was the fault of South Korea and the United States.

His access to the leader of North Korea was blocked, information denied, but he did not lament, criticize, that fact. Instead, he once again insulted South Korea and the United States. This was an inexcusable slap in the face not only to us but to the country he once led as president. While having center stage, Carter chose to avoid the central humanitarian concerns in the  frozen north – oppression, denial of human rights – and instead pointed a finger at us, blaming us for the troubles in the north.

And this man was awarded the Nobel Peace Prize for finding solutions to international conflicts! What bunk! What a hypocrite!

But I have to give Carter credit – his consistency at repeatedly slapping us in the face. And his “visits” to this region of the world have been followed by stunning events.

The previous North Korean dictator, Kim Il-sung, was dead while Carter publicly claimed he was meeting with the despot in July 1994. And in 1979, just weeks after meeting with Carter, South Korean President Park Chung-hee was assassinated by a body guard.

But there is more, much more on Carter’s cold disregard for the people of South Korea. In 1977, Carter forced the resignation of U.S. Army Maj. Gen. John Singlaub, a highly decorated American hero and chief of staff of U.S. forces in South Korea.

His crime? Singlaub found it distressing, dangerous, that Carter wanted to withdraw U.S. troops from the Korean peninsula. Carter brought the ax down on a knowledgeable military leader, a patriot, only because Singlaub spoke the truth.

Does Carter exercise his bias against South Korea on his own? Is he acting on behalf of others in power? That is part of the mystery. He is good at building houses, getting his face and comments in newspapers and on television, polishing his reputation as a “man who cares.”

But as far as the people of South Korea, he has destroyed – over several decades -- any respect he could have constructed here. Instead, Jimmy Carter is nothing but an uninvited guest where he could have been a guest of honor.
