아프칸에 가야 하는 이유

지난 2월 25일 국회는 본회의를 열어 민노당과 진보신당이 반대하고 민주당 의원들의 퇴장한 가운데 오는 7월 1일부터 2년 6개월 동안 아프칸에 파병하는 동의안을 가결시켰다. 민간인 150명과 군인 200명을 합쳐 겨우 350명을 보내는 것이다.

금년에 우리는 6.25 60돌을 맞는다. 치열했던 낙동강 전선, 거기에서 밀리면 대한민국은 모두 김일성의 수중으로 들어가야 할 찰나였고, 이에 이승만 정부는 일본에 망명정부를 세우려고 미국과 상의하고 있었다. 이런 절체절명의 위기에서 우리는 어떻게 살아나 오늘의 풍요를 누리고 있는가? 미국을 선두로 하는 참전 16개국이 가장 치열했던 세기의 전쟁터에 주저하지 않고 선뜻 병력을 보내주었기 때문이었다.

미국은 300억 달러(2008년 불변가로 3,200억 달러)의 전비를 쓰면서 3년 동안 178만9,000여명을 보내주었고, 이들 중 54,000여명의 전사자를 냈다. 우리와 아무런 관계도 없고, 한국과 연계한 그 어떤 세계전략도 가지고 있지 않은 나머지 15개국들도 많은 지원을 했고, 많은 전사자들을 냈다.

영국은 56,000명 파병에 1,078명 전사, 캐나다는 26,000명 파병에 전사 312명, 터키는 15,000명씩이나 보내 741명의 전사자, 필리핀은 7,400명 파병에 100명이 넘는 전사자를 냈다. 뉴질랜드도 3,800명 파병에 23명의 전사자를 냈고, 네덜란드도 3,500명이나 파병해 120명의 전사자를 냈다. 우리는 이들 국가들과 국제사회에 많은 빚을 진 것이다.

이들은 우리로부터 무엇을 얻기 위해 귀한 생명들을 보내지 않았다. 국가라면 세계적 명분과 가치관과 철학이 있어야 했고, 이들 국가들은 그 명분과 가치관과 철학에 따라 국가로서의 소명을 다했던 것이다. 당시 1인당 GNP 겨우 67달러로 세계에서 인도 다음으로 가난했던 우리가 이제는 경제 13대국이 되었고 1인당 GNP 2만 달러를 구가하게 됐다. 이는 세계의 수많은 나라에서 보내준 귀한 생명들의 희생 위에서 가능했던 것이다. 그러하기에 우리는 세계의 어려움에 무조건 나서고 적극 나서야 할 의무를 하늘로부터 부여받은 것이다.

월남전을 보자. 그 때 야당들은 젊은이의 피를 팔아먹는다며 박대통령의 바지를 물고 늘어졌다. 그러나 파월장병들은 용감하게 싸웠고, 월남주민들에게 친절한 평화군의 상징이 되었고, 이로써 한국의 위상은 일약 세계적으로 부상했다. 월남전을 통해 역경에 훈련된 우리 병사들은 누구나 가기 싫어하는 중동으로 날아갔고, 그 결과 월남-중동의 특수를 자아냈다. 월남전을 통해 더욱 가까워진 미국의 배려가 상당했다. 바로 이것이 한강의 기적을 일구어낸 것이다. 파병에 극렬하게 반대했던 야당 정치인들은 이런 결과가 오리라고는 꿈에서도 상상한 적이 없었을 것이다. 이런 파병이 없었다면 오늘의 경제부흥도 없었고, 오늘의 안보도 없었을 것이며, 미국과의 우정도 없었을 것이다.

이와 아울러 우리는 금전적 비금전적 부가가치가 세계 최고인 한국군의 특출한 능력(Core Competence)을 사장시켜서는 안 된다. 국제사회가 테러들로 인해 고통 받고 있는 지금 이러한 특기를 사장시키지 말고 미국과 어깨를 나란히 하여 국제사회에 진출한다는 것은 국민적 자랑이자 의무인 것이다.

일단 길이 뚫려 있으니 정부는 속히 미국에 1개 사단 이상의 병력을 파병해야 한다고 생각한다. 만일 이를 놓고 국민의 의향을 묻는다면 압도적인 다수가 사단규모의 파병에 동감을 표할 것으로 본다. 그리고 한미연합사령부를 원상복구 해야 할 것이다.

The Reason Why We Have To Send Our Troops To Afghanistan

On February 25, 2010, a bill to dispatch our troops including some civilians was passed at the national Assembly while opposition party members walked out of the assembly chamber. The passed motion consists of only 200 soldiers and 150 civilians, and it will be effective from July 1, 2010 for the duration of two and half years.

We will be having the 60th anniversary of the Korean war this year since it broke out at dawn, June 25, 1950. As South Korea was abruptly invaded while she was totally unprepared, we had to be in retreat farther and farther down to Nakdong river front near the second largest city of Busan.

If we had retreated farther from the front, nearly all of South Korea would have fallen into the communists’ grip.

At that moment our first President, Seung-man Rhee even considered establishing a government in exile in Japan. On the verge of such desperate danger, how could we escape and cope with difficulties and finally enjoy present bountiful life? It was of course possible because of the troops swiftly sent to the fierce battlefield by the United States and 15 other UN member countries.

The United States had poured 30billion dollars for 3 years while deploying more than 1.78 million troops by risking 54,000 KIAs. Other 15 UN countries who had no direct relations with the tiny country of ROK had sent significant assistance bearing tremendous sacrifices. Other major UN member countries' contribution is as follows:

UK : 56,000 troops 1,087 KIAs, Canada: 26,000 troops 312 KIAs, Australia: 18,000 troops 339KIAs, Turkey : 15,000 troops 741 KIAs, Philippines: 7,400 troops 100 KIAs, New Zealand: 3,800 troops 23 KIAs, and Netherlands: 3,500 troops 120 KIAs.

As listed above, we are heavily indebted to those who supported when we were in desperate situation 60 years ago.

The 16 united nation countries had no particular reasons to dispatch their young men and women in uniform to Korea but just to help out. We are sure that they had rapidly decided to dispatch their troops with strong awareness of the international cause, value and philosophy.

The second poorest country in the world with an annual income only $67 per capita in 1950s, Korea has now joined the ranks of the world’s 13 most advanced economic giants, enjoying as much as $20,000 per capita. This brilliant achievement has only been possible based upon the great sacrifices of the young men and women in uniform sent by those 16 UN member countries. Therefore, we, the Republic of Korea have the heavenly obligation to stand unconditionally and bravely in meeting the world’s difficult situations.

We find a good example from the instance when the Korean government was about to dispatch troops to the Vietnam War in early 1960s. At that time the lawmakers of the opposition parties stuck to President Park, Jung-hee like a leech in order to oppose to his decision by criticizing that the President Park's administration was to sell young men's blood. However, ROK troops bravely fought and engraved a symbol of the peace upon Vietnamese peoples' hearts. These bonds endured after the war and enabled Korea to upgrade her posture drastically in the world.

Our soldiers were well conditioned to hardship and challenges during the Vietnam War. As a result, our Vietnam veterans could take advantage of the emerging opportunities in the Middle East countries. There, they contributed to our nation's development by meeting the challenges of the booming construction market in the desert area. This activity produced an economic boom for Koreans in the Middle East during the 1970s.

Owing to the particular relationship deepened in the Vietnam battlefield between the two countries the ROK and the United States, the US government had provided the Republic of Korea with unprecedented considerations in many aspects that encouraged Koreans in achieving great economic development as we Koreans refer to the world people as "Han River Miracle."

The opposition party members who strongly opposed the decision to send ROK troops to Vietnam, could in no way imagine even in their dreams that the decision would have brought such a great result later. Neither could we have such economic revival under strong security nor a highly strengthened relationship with the United States without our participation in the Vietnam Conflict.

Therefore, at any rate, we should not let the highest value, the core competence of the ROK troops die out. As a matter of fact, we, the ROK troops have earned a very friendly reputation from the Vietnamese people during the war.

Considering the present global situation that various terrorist groups are continuously jeopardizing world peace, it is not only our national pride but also an obligation for the Republic of Korea to play a role in the global conflict area, particularly in cooperation with the United States.

In this context, our government is strongly urged to dispatch a division sized military unit at least to Afghanistan as quickly as possible. If government seeks countrymen's opinion on this decision, they will not only overwhelmingly agree with the government's determination, but also we can, in addition, look forward to a revision on the present abolition issue of the ROK-US Combined Forces Command.
