                 트럼프 예보

 

박정희 시대, 박정희의 감각을 이해할 수 있는 내각요원은 없었다. 그래도 똑똑하다고 골라 쓴 국방장관들은 박정희의 명령이 무슨 뜻인지 조차 이해하지 못하는 정도로 감이 없고 능력이 없었다. 더구나 일반군인 출신들의 전략적 사고에는 한계가 있다. 이는 미군의 경우에도 적용된다. 미군장군들이 일해 온 환경과 트럼프가 일해 온 환경은 사뭇 다르다. 따라서 전략적 사고에서는 장군출신들이 트럼프나 박정희 같은 천재 전략가들을 따라 갈 수가 없다.

 

트럼프는 자기가 늘 말하듯이 사기꾼들 사이에서 성공한 사람이라 사기꾼들을 다룰 줄 아는 사람일 것이다. 반면 미국방장관 매티스는 틀에 박힌 사고력의 소지자일 것이다. 전자는 동적인 사고를, 후자는 정적인 사고를 할 것이다. 그래서 나는 이번에 트럼프가 매티스를 해고한 것이 지극히 자연스러운 현상이라고 보았다.

 

2017년 1월, 트럼프가 취임했고, 그해 12월 7일 예루살렘을 이스라엘에 선사했다. 엄청난 파격이었다. 그리고 지금 2018.12. 시리아와 아프카니스탄에서 돌연 미국철수를 단행했다. 트럼프의 세계전략이 다이내믹하게 변하고 있는 것이다. 내 직감에는 곧 이스라엘이 중동에서 큰일을 벌일 것이며 이때가 되면 그 지역에 파견돼 있는 미군이 걸림돌이 될 것이라는 판단을 했을 수 있다. 고정관념에 사로잡힌 매티스는 이런 걸 눈치 채지 못했을 것이다. 매티스는 내가 보아도 답답한 사람이었다.

 

지금 트럼프의 주적은 중국이다. 그런데 중국과의 전쟁에서 미국 편을 드는 나토국가는 없다. 나토국가의 주역들은 독일과 프랑스다. 그러나 이들은 중국을 적대국으로 인정하지 않는다. 트럼프는 나토를 가볍게 생각하는 반면 매티스는 정통적 유대를 강조한다. 트럼프 입장에서는 답답했을 것이다. 지금 트럼프를 돕는 동맹은 나토국가들이 아니라 일본, 영국, 캐나다, 호주, 뉴질랜드 들이다. 따라서 트럼프는 나토국가들을 그리 중요시하지 않는다. 경직된 환경에서 일해 온 매티스로서는 이런 트럼프의 실리적 전략을 따라잡기가 어려울 것이다. 트럼프는 머리 회전이 빠르고 매티스는 자꾸만 느려빠진 소리를 냈을 것이다.

 

지금 김정은과 문재인은 트럼프의 손아귀에 들어 있다. 그런데도 이들은 트럼프를 농락하고 있다. 김정은과 문재인은 동시에 트럼프의 손에 처결될 것이다. 조만간 중동에서 문제가 발생하면 곧바로 북한에 대한 공격이 이루어질 모양이다. 성동격서 전략을 위해 시리아와 아프칸에 있던 병력을 철수시켰을 가능성이 있어 보이는 것이다. 김정은은 아마도 그가 곧 공격당할 것이라는 걸 직감하고 있을 것이다. 하지만 오늘도 문재인은 아무 것도 모르는 가운데 오로지 김정은의 답방만 고대하면서 목을 100미터 빼들고 망부석이 되어 있다. 

 

      A Trump Forcast

 

In times of former President Park Jong-Hee(in office from 1962 to 1979), there was no Cabinet member who could understand Park Jong-Hee‘s insight. The Defense Ministers who were recognized comparatively smart and were chosen for the post, -- they had no insight and capability enough to understand what the orders of the President meant. Furthermore, the strategic ways of thinking of politicians from military career have its own limit. This is also applicable to the US Armed Forces. The circumstances in which the US Generals have served and the circumstances in which President Trump have worked are quite different. Therefore, politicians from former Generals can not keep up with the genius strategists like Park Jong-Hee of Trump in strategic thought.

 

Trump is, as he used to put it, a man who achieved success in the midst of swindlers, so he would surely be a man who knows how to deal with swindlers. On the other hand, Defense Minister Mattis would quite be a man who has stereo-typed way of thinking. The former will think in dynamic way, and the latter will think in static way. In this regard, I thought it quite natural phenomenon that Trump fired Mattis.

 

Trump took office as President on January, 2017. And on December 7 in the year, he presented Jerusalem to Isreal. It was an extra-ordinary breaking of international customs. And now in December, 2018. Trump suddenly carried out his plan to pull out US troops from Syria and Afghanistan. Trump‘s world strategy is changing dynamically. My intuition tells me that Israel is sure to raise something of grave incident in Middle East, and Trump might have forecast that, when the time comes, the US forces dispatched there could be a stumbling block. Mattis, who is prepossessed with stereo-typed thinking might have not sensed Trump’s motive. Mattis was a man of rigid view, even to my eye.

 

Now Trump‘s main enemy is China. In this warfare with China, there is no country in Nato who is siding with America. The leading countries of Nato are Germany and France. But they don’t recognize China as their enemy. While Trump makes light of Nato, Mattis emphasizes traditional bonds with Nato. Trump might have been in suffocating position. The alliances who are helping Trump are not Nato countries but Japan, Great Britain, Canada, Australia and New Zealand. Accordingly Trump does not make much of Nato countries. Mattis, who had been working in rigid circumstances, might have had difficulty catching up with this sort of Trump‘s practical strategy. Trump was quick on the uptake, but Mattis might have been making sound of slowing the uptake over and over again.

 

Kim Jong-Un and Moon Jae-In are now in Trump‘s hands. But they are still playing sport of Trump. Kim Jong-Un and Moon Jae-In will be disposed of by Trump at the same time. When something of serious incident break out in Middle East before long, it seems that an attack on North Korea would take place soon after that. It is very possible that Trump pulled out his forces stationed in Syria and Afghanistan for the strategy of looking one way and rowing another. Kim Jong-Un may be aware of it by intuition that he will be attacked soon. But Moon Jae-In, amid knowing nothing about anything, has become a MangBooSok(note1) looking forward to Kim Jong-Un’s return visit, pulling his neck out 100 meters high.
