美 민주·공화 모두 사라진 '北 비핵화', 우리는 이대로 문제없는가- (조선일보 2024.8.21 사설)

 

미국 민주당이 11월 대선을 앞두고 채택한 새 정강에서 ‘북한 비핵화’라는 문구를 지웠다고 한다. 2020년 작성된 기존 정강엔 “우리는 (북한) 비핵화라는 장기 목표를 진전시키기 위해 지속적인 외교 캠페인을 구축할 것”이란 표현이 있었지만 이것이 사라졌다는 것이다. 지난달 발표된 공화당 정강에서도 한반도와 북한에 대한 언급은 물론 비핵화란 표현도 나오지 않았다. 북한의 핵·미사일 고도화가 이어지는 상황에서 미국이 주도해 온 북한 비핵화가 동력을 잃어가는 듯한 모습이다.

전문가들 사이에선 “어느 당이 집권하든 차기 미국 정부가 북한 비핵화 대신 핵 군축을 목표로 북한과 협상할 수 있다는 의미 아니냐”는 우려도 나오는 상황이다. 핵 군축은 북한이 핵을 보유한 상태에서 대북 제재가 해제되는 상황을 의미한다. 특히 도널드 트럼프 전 대통령이 재집권하면 그런 상황이 오지 말라는 법이 없다. 북한은 우리를 마음대로 쥐고 흔들려 할 것이다. 핵 보유국이 돼 한국 위에 올라서겠다는 북의 오랜 집념이 이뤄지게 된다. 국가적 위기라고 봐야 한다.

작년 한미는 ‘워싱턴 선언’을 통해 핵 협의 그룹(NCG)을 가동했고, 지난달엔 미국의 핵과 한국의 재래식 전력을 통합해 대응하는 ‘일체형 확장 억제’ 핵 작전 지침에 합의했다. 현재 진행 중인 한미 연합 ‘을지 자유의 방패’ 연습에선 사상 처음으로 북한의 핵 공격을 가정한 대응 훈련이 이뤄지고 있다. 윤석열 정부 출범 후 미국의 핵우산이 이전보다 강화된 것은 사실이다. 하지만 결정적 순간에 미국은 ‘서울을 지키기 위해 뉴욕을 희생하겠느냐’는 질문에 답을 하지 못할 것이다.

북한은 지금 이 시각에도 핵무기를 만들고 있다. 2년 전 합참은 북한이 2027년쯤 핵무기 200기 이상을 보유할 것이란 판단을 내렸다. 지금은 그 시기가 더 앞당겨졌을지 모른다. 이것이 현실이 되면 미국은 북한 비핵화보다 한국의 핵무장을 막는 데 주력할 가능성이 있다. 핵이 없는 한국은 북한뿐 아니라 더 많은 핵을 가진 중국·러시아의 위협까지 받고 있다. 북·러는 한쪽이 공격 당하면 자동 개입한다는 사실상의 동맹 조약에도 서명했다. 이런 상황에서 미국 민주·공화당이 모두 정강에서 ‘북한 비핵화’ 문구를 지웠다는 사실을 무겁게 받아들여야 한다. 모든 가능성을 열고 우리를 지킬 방안을 찾아야 한다.

 

The phrase of 'North Korea denuclearization' became no longer exist in platforms of the US Democratic and Republican party. Is this acceptable to the ROK?

 

It is confirmed that the phrase 'North Korea denuclearization' was omitted in the US Democratic Party's platform ahead of the upcoming November presidential election. The party mentioned in its previous platform written in 2020, "We will establish a continued diplomatic campaign to advance the long-term goal of North Korea denuclearization," but this has been dropped, nonetheless.

In the meantime, the Republican Party’s platform announced last month also mentioned neither the Korean Peninsula nor North Korea. The phrase of North Korea denuclearization has totally disappeared. It seems that the US-led North Korea denuclearization is losing momentum as North Korea's threat of nuclear and missile is proliferating.

Experts have expressed concern that "regardless of which party assumes reins of the government, this means that the next US administration would likely negotiate with North Korea with the goal of nuclear disarmament instead of denuclearization." This explains a situation in which sanctions against North Korea would be lifted while North Korea still holds nuclear weapons.

In particular, there is no law that says such a situation will not happen in case the US former president Donald Trump takes power again. North Korea will attempt to shake us up at its discretion. The North’s long-standing obsession to become a nuclear power and sitting above South Korea will materialize. It is country’s worsening crisis.

·         Last year, the ROK and the United States set up the Nuclear Consultative Group (NCG) through the ‘Washington Declaration’ and last month agreed on the ‘integrated extended deterrence’ nuclear operational guidelines by integrating the US nuclear and South Korea’s conventional armed forces. The ongoing South Korea-US joint ‘Ulchi Freedom Shield’ exercise is the first-ever response drill under the assumption of a nuclear attack by North Korea.

It is a proven fact that the US nuclear umbrella has been strengthened since the Yoon Seok-yeol government took office. However, at a critical moment, the US won’t be able to answer the question of ‘Can the US sacrifice New York to defend Seoul?’

North Korea keeps building nuclear weapons at this very moment. According to the Joint Chiefs of Staff’s conclusion released two years ago, North Korea would possess more than 200 nuclear weapons by 2027. That situation may have come earlier now. If this becomes a reality, the US is likely to focus on preventing South Korea from arming itself with nuclear weapons rather than denuclearizing North Korea. The Republic of Korea that possesses no nuclear weapons is being threatened not only by North Korea but also by China and Russia, which have more nuclear weapons. North Korea and Russia have signed a de facto alliance treaty that automatically intervenes if one side is attacked. In this situation, we must take seriously the fact that both the Democratic and Republican parties in the United States have removed the phrase “denuclearization of North Korea” from their platforms. With all the possibilities open, we must find a solution to protect ourselves.
