월남 참전자 영웅제복 얘기

 

주말아침(2024.11.23) 배달된 아침신문 1.2면에서 오랜만에 필자의 시선을 끄는 글이 크게 실린 것을 발견하였다. 가뜩이나 언짢은 기사로 가득한 요즘 신문의 구독료조차 아깝게 느끼고 있던 터라 그 기사를 단숨에 읽어 내려갔다.

 

얘긴즉슨 미국 뉴저지에 거주하는 한 교포 참전전우가 최근 국가보훈부에서 보내준 월남참전 노병들을 위한 제복 일명 ‘영웅제복’을 착용하고 고국을 방문하고자 공항에 나와 탑승 수속 하는 과정에서 항공사 직원과 그리고 공항 검색대 직원들로부터 받았던 참전자에 대한 극진한 예우이야기이었다.

특히 미국인들의 현역군인들이나 참전예비역들을 대하는 정중한 예의에 대한 얘기는 이미 널리 알려져 있다. 내 자신도 월남참전자의 한사람이기 때문에 이러한 미담을 접할 때마다 흐뭇함을 느껴 왔으며 한편 상대적으로 그렇지 못한 우리나라의 사회적 분위기를 아쉬워할 때가 한 두 번이 아니었다.

 

진부하고 해묵은 공치사(功致辭)로 여길지 모르나 태생적으로 모든 게 궁핍했던 시절에 태어났던 우리 월남전 참전자들은 대부분이 유아(幼兒) 때 6.25 전쟁을 겪었으며 그야말로 초근목피(草根木皮)에 의존하는 삶을 살았으며 약관(弱冠)의 나이에는 국가의 부름으로 난생처음 해외로 파병되어 월남전에 참전했던 것이다. 당시 우리들의 참전으로 인하여 끔찍이도 어려웠던 우리의 조국 대한민국은 국방과 경제면에서 드디어 기지개를 펴기 시작했음은 전 국민들에게 잘 알려진 공지의 사실인 것이다.

 

실전(實戰) 에 참전하였던 그 애국영웅들이 이젠 평균 인생 80고개를 목전에 두고 있다. 총 삼 십 이만명이 참전하여 이제 그의 반이 줄어 십 육 만 여 명 만이생존하고 있다한다. 참전자가아니더라도 인생 팔순의 나이가되면 속된말로 숟가락을 놓을 순간이 찰나(刹那)일 수 있는 것이다. 그럼에도 불구하고 우리 월남전참전자들 중에는 열악한 경제적 기반에다가 고엽제(Agent Orange)후유증과 후유의증으로 각종 질병과 투병하며 어려운 나날을 보내고 있다.

 

회상해 보건데 참전시기였던 1965-1973까지에는 국가나 국민들의 참전자들에 대한 감정이 참으로 뜨거웠다. 극장에서는 영화상영전에 대한늬우스와 월남전소식이 우선 전해졌으며 국가공영방송에서는 매일같이 월남 파병용사들을 위한 프로가 진행되었었다. 그뿐인가 월남으로 출발하는 부산항 #3부두에는 대통령을 비롯하여 정부각료들 그리고 시민들이 나와 눈물겨운 환송식을 열어주었다.

 

세월이 흐르면 모두가 변하게 마련이지만 참전영웅들에 대한 국가와 국민들의 열기는 차갑게 식은 지 오래되었다. 우리참전 노병들에겐 사무치도록 서운하고 안타까운 현실이 아닐 수 없는 것이다. 매년 현충일 날 다람쥐 쳇바퀴 돌리 듯 하는 대통령의 “국가는 호국 영웅들을 잊지 않겠습니다.“란 인사말로는 노병들의 가슴을 어루만지기에는 태부족이라 생각한다.

 

나는 월남참전자의 한사람으로서 이번 한 재미교포의 한국행 항공기 탑승 수속 중 받았던 예우에 관한 미담기사를 읽으며 얼핏 우리의 옛 속담 하나가 머리에 떠올랐다. 즉 뒷간에 갈 때와 올 때의 마음이 다르다(Once on shore, we pray no more)“ 란 표현이다. 인지상정일까 아니면 한 노병의 개인적 과욕에 근거한 투덜거림일까? 어차피 문화가 다르고 국민적 사고가 다르기 때문에 미국인들이 베푸는 참전자들에 대한 그런 세세한 예우를 기대하기 어려운 것이 우리의 현실임을 직시한다. 그러나 우리들의 참전당시의 형편과 지금 조국 대한민국의 위치는 천양지차(天壤之差)로 변해있는 것이다. 미국 거주 교포 참전전우들이 전달받았듯이 국내의 참전자들도 거의가 국가에서 마련해준 영웅제복을 고맙게 수령 보관하고 있다.

 

과거에 보지 못했던 멋진 참전자들을 위한 통일된 제복도 물론 영광스럽고 더없이 감사한일이지만 우리 참전 노병들의 진솔한 바람은 국가로부터의 좀 더 의미 있는 경제적 지원과 배려인 것이다. 이는 얼마 남지 않은 노후를 조국의 따듯함을 지팡이삼아 걷고 싶어서인 것이다. 차제에 국군통수권자인 대통령을 위시하여 정치인들 그리고 관련부처 공무원들에게 이와 같은 절실한 참전노병들의 상황을 감히 전달하고 싶어서 몇 자 남기는 것이다. 만약 그렇게 된다면 우리 참전 노병들은 마지막그날까지 조국 대한민국에게 끝없이 감사의 거수경례를 올리다가 이 세상을 하직할 것이다.

나 자신도 불원간 옷장 속에 보관하고 있는 영웅제복을 착용하고 인천국제공항을 통하여 미국 뉴욕 John F. Kennedy 공항까지 가면서 주변인들로부터 멋진 거수경례를 받아보고 싶은 꿈을 꾸어본다.

 

 

A Moving Story of a Vietnam War Veteran

On the morning of the weekend (2024.11.23), In a pretty long time, I encountered a moving article in a daily newspaper that quickly caught my attention. The daily newspaper headlined the beautiful story on its pages 1 and 2. I, therefore, read the article in no time. Frankly speaking, I have recently felt like the newspaper subscription fee is a waste of money because the paper has always carried a lot of unpleasant articles that have made me sick and tired.

The story was about a Korean-American veteran(Vietnam War) living in New Jersey, USA, who was wearing a uniform especially provided for the Vietnam War veterans, also known as the 'hero uniform', and delivered by the Ministry of Patriots and Veterans Affairs of the Republic of Korea.

The veteran, Mr. Byun who participated in combat operations in Vietnam with the second brigade of the ROKMC, was going to visit his home country. The newspaper reported that he was treated with extreme courtesy by airline staff and airport security staff during the boarding process at the airport,

In particular, stories regarding the enthusiasm and the polite manners that Americans have shown toward active-duty soldiers and veterans have already been well known.

As a Vietnam War veteran myself, I am always pleased and felt a vacrious satisfaction when I come across such beautiful stories, and at the same time, it has also forced me to feel a sort of regretfulness about the social atmosphere in our country which seems to be comparatively lesser than that shown in the United States.

Although it may be considered an old-fashioned and trite expression, I would like to indicate that most of the Vietnam War veterans were born in a time of poverty at a pretty young age, and experienced the Korean War. We therefore had to live on the bare ground. What is more, we were dispatched overseas for the first time in our twenties at the call of our country and participated in the Vietnam War.

It is a well-known fact to all the people that our homeland, the Republic of Korea, which was in dire straits at the time, finally began to stretch its legs in terms of national defense and economy due to our participation in the Vietnam War.

The patriotic heroes who participated in the fierce combats are now on average nearing the age of eighty. A total of 320,000 soldiers participated in the war, and now only about 160,000 veterans are alive, half of whom have been already passed away. Even if you are not a veteran, when you reach the age of 80, the moment to put down your spoon, as they say, can be an any moment. Nevertheless, most of the Vietnam War veterans are having a hard time due to insufficient economic conditions. What is more worse, a lot of veterans have been struggling with various diseases caused by the aftereffects of Agent Orange exposed during the Vietnam War.

 

Looking back, from 1965 to 1973, when we were participating in the war, the sentiments of the nation and the people toward the veterans were truly passionate. For instance, in theaters, news about the Vietnam War and other news were always delivered first before the main film was shown. Moreover, on national public broadcasting, programs for the veterans dispatched to Vietnam were broadcast every day. Not only that, at Busan Port Pier #3, where soldiers departed for Vietnam, the President, government ministers, and citizens came out to hold a tearful farewell ceremony.

As time passes, everything changes, the enthusiasm of the nation and the people toward the veterans has long since cooled down. This is a sad and regrettable reality for our veterans. I think that the President’s repeated pledge speech made every Memorial Day, which is like a squirrel's wheel running around, “The country will not forget the heroes who protected our country,” is not enough to comfort the hearts of veterans.

As a Vietnam veteran, while reading the article that covered about the kind words and the courteous treatments the ROKMC veteran received while checking in for a flight to his home country, South Korea, an old proverb that goes" Once on shore, we pray no more" came to my mind. Is it a matter of human nature or just a grumbling based on a veteran’s personal greed?

In any case, because our culture and national mind-set are different, it is difficult for us to expect such detailed courtesy as the US citizens have shown towards veterans. However, the situation of our homeland, the Republic of Korea faced at the time we were called to the Vietnam War and now has materially altered as different as heaven and earth.

Just as the Korean veterans living in the United States received the hero uniform, most of the veterans at home have also received the government-provided uniform with much gratitude. Of course, the unified uniforms for the old soldiers that we have never seen before are an honor and an extremely appreciated thing, but our veterans’ sincere wish is to comfortably maintain the rest of old lives with more financial assists and consideration from the government. With regard to this matter, I would like to earnestly convey the desperate situation of our Vietnam War participants to the President, the Commander-in-Chief of the Armed Forces, politicians, and government officials in related ministries. If that hopefully happens, we the old soldiers will salute the country countless times in gratitude until their last day and leave this world.

I myself dream of wearing the hero uniform that I have been keeping in my closet and receiving courteous salutes from people around me as I fly from Incheon International Airport to John F. Kennedy Airport in New York, USA. sooner or later.
